      • Guidelines for Safe Travels During Halloween Season

  • In light of the upcoming Halloween season, the Ministry of the Interior and Safety has designated a Halloween Crowd Management Period for 10 days, from October 24 to November 2.

    During this period, the government will strengthen safety measures in busy downtown areas and deploy field management officers in 12 areas where large crowds are expected to closely monitor the safety situation.
    * Seoul: Itaewon, Hongdae, Seongsu-dong, Konkuk University Street, Gangnam Station, Apgujeong, Myeong-dong, Ikseon-dong; Busan: Seomyeon; Incheon: Incheon Culture Street; Daegu: Dongseong-ro; and Gwangju: Chungjang-ro

    Visitors to these areas are advised to use public transportation and check crowd conditions before visiting. Visitors are encouraged to familiarize themselves with the following guidelines in advance for unforeseen circumstances.

    1. Before visiting a crowded location
    - Check congestion levels and the available detour routes in the area

    2. When visiting a crowded location
    - Keep to the right to ensure smooth pedestrian flow
    - Be careful on narrow streets and slopes
    - Leave the area immediately if pedestrian flow slows down or people start bumping into each other
    - Call 112 (Police) or 119 (Fire Department) if you feel any danger
    * If you don’t speak Korean, when the call connects, say “English please” or “Interpreter please.” The operator will connect you to a professional interpreter.

    3. When trapped in a crowd
    - If accompanying a child, hold them in your arms or carry them on your back to protect them
    - Position your arms in front of you to create a space for breathing
    - In case of falling, protect your head with your arms and curl up into a ball to protect your chest and body
