Town of Castleford, West Yorkshire, the U.K.

The project launched in 2003 is well known to China and the U.S., as well as throughout Europe as a successful example of tourism investment made in cooperation between local residents, businesses and the public sector. Castleford was a city with 350,000 residents producing coal, glass and chinaware. Following the aftershock of the restructuring of the coal industry in 1997, coal mines in the area were closed, along with the collapse of relevant industries. Thus, the city began to decline. In an effort to revive it, the local municipality, TV broadcast station, the English Partnership of the central government and civic organizations formed a united front to push ahead with 10-plus development projects. By 2006, the value of these projects increased 120 fold to 12 million pounds. It is regarded as an exemplary case of local residents’ participation in development projects from the initial stage and governance-based tourism investment, which resulted in creation of jobs, an increase in the population, and inspiration of the sense of belonging and pride.
Namhae Harmony Resort (Hilton Namhae Golf & Spa Resort)
- A 815,530㎡ (= 200 acre)-sized site in Nam-myeon, Namhae-gun, South Gyeongsang.
- Project budget: 102 billion won (22 billion won from public capital and 80 billion won from private sector).
- Work comprised of site formation (1.3 million ㎡), construction of a road (L=2.02㎞), a bridge (L=81.0m) (with public capital), a public golf course, a condominium and a clubhouse (with private capital).
