Investment Procedure

There are usually two ways to attract investment in tourism industry; one is commonly used, while the other is that after investors are selected through competitive bidding, and then the site for a project is purchased.

Commonly Used Procedure of Tourism Investment

It is a procedure commonly used to attract investors that after investors at home and abroad are attracted to a project, the details of the project including the purchase of land are arranged.


It is mainly used in the procedure of foreign investors, and may be under Article 13 of 「Foreign Investment Promotion Act」 (Lease and Sale of State and Public Property), that government agencies may allow foreign-invested companies to use or profit from land, factories or other property owned by the State, local governments, public institutions or local public enterprises, or lend or sell such land, etc. to foreign-invested companies, etc. by a negotiated contract.


  • STAGE 1. Decision on a Development Project

  • STAGE 2. Decision on Investment Conditions and Incentives

Selecting Investors through Open Bidding

Investors enter competitive bidding for the land of a tourism project, and the evaluation of bidders is made in terms of the bid and business plan for the decision of a proper investor.


It is mainly applied to the procedure of domestic investors when the land is with a great location, and the future of the project remains certain, and the selection of the land of a tourism project is subject to competitive bidding under Article 43 of the 「National Property Law」, Article 29 of the 「Public Property and Commodity Management Act」, and Article 13-2 of 「Enforcement Decree of the Housing Site Development Promotion Act」.


Especially, Clause 5 of Article 13-2 of 「Enforcement Decree of the Housing Site Development Promotion Act」 allows it to sell the land to an investor who wins the bid for detailed development plans under a negotiated contract.
